James Stirling' is a dense, low, evergreen dwarf shrub with bright ochre-colored, scale-like leaves appressed to the stems in whipcord fashion. The impression is that of cypress or juniper foliage in a very stout vase shape. James Stirling' is a slow-growing, flat-topped, evergreen shrub. The minute, old-gold coloured foliage closely covers the branches, hence the name whipcord hebe. In late spring to early summer it has white flowers at the branch tips.
