Looks like a very reduced form of A. palmatum. The plant will get 5' in time. A great container plant.

Zones 5-9 One of the best dwarf Japanese maples. Tiny star shaped leaves on a short, densely layered stems with compact rounded crown. The soft green 1-2" leaves turn brilliant red-orange and gold in the fall. Perfect for the smaller garden such as rock garden, train garden, and all small scale scenes. Needing little care Sharp’s grows well in containers for the patio, balcony or porch accent. Asking only for well drained soil, moderate water and filtered to full shade. Discovered by an Oregon nurseryman, Jimmy Sharp, in the early 1980's. Even after 25 years it has remained one of the most popular and smallest dwarf palmatums available. The small, 5-lobed leaves hold their green color thoughout most of the season turning orange to scarlet in the fall. It is a popular bonsai selection.
Sharp's Pygmy is one of the finest dwarfs, really small green leaves in summer but bright red, orange, yellow in fall; altho it will never get over 3' tall and wide, still it is vigorous and healthy.
